IF you are waitlisted for I and I opens up it should be automatic but may not be publicly visible that I opened up because if you are waitlisted the UA opens I1 the person at the top of the wait-list should immediately be cleared and then it goes right back to I0.
If you were looking at the UA website you may see the I1 there if you search at the right time but EF does sweeps so it isn't looking 15,000 times per day for each alert
