I don't think it has anything to do with the direction; it might have to do with the airlines, as there are different rules for each one. Is a domestic stopover always allowed, or are you only allowed to stop over in the partner hub for some partners?
Usually it’s AS hub or international gateway. Might be different depending on routing, fare rules, or what have you. I know that SFO-NYC(stop)-HKG isn’t allowed for CX. Might help if we know the exact routing being used…
