Pretty sure there is no SS on a narrow-bodied transcon, SS is only on widebodies. So if you book Flex J or Paid J on a A321 YVR-YYZ, you would get SS in YYZ. I might be wrong but thats how I interpreted what Signature Class/SS service is.
