Foreign airlines certainly may exercise this option--arguably, at this point, they should--but it's not as simple for US carriers. I mean, technically they could, but it's not a good idea. I recall during 2008, those firms who refused to be "helpful," which was their right, with the US Treasury's request for some assistance, shouldn't expect any favors in the future--it's a tough way of doing business this way.
