Not necessarily. Maybe UA was able to rebook enough passengers from the diverted flight so that they no longer need the additional TATL capacity of a special section. If it's a positioning issue, flying it back with no passengers would be cheaper than operating it as a special section. Of course, if we later see it scheduled as UA2798 for the following day, then we'll know something.
