UA has no change fees ex-US anymore. So no. I think the point being made was some TAs (OTA or actually human TAs - those still exist, right) might have their own fees. An agent can’t charge you a UA fee that doesn’t exist - but they can charge a service fee (or whatever they call it) to make the change.
