Important to note that "For entry of non-Japanese foreign nationals - entry for purposes other than tourism are allowed." Leisure trips are still not allowed and there is a daily cap of 5000 visitors from abroad, but this is definitely a very significant step in the right direction. Hopefully, things will be opening up by summer time for the rest of us.
