It's not on a designated list though. Combined with the statement from the first link, if you've had 3 shots, you might be exempt from quarantine.

The first link is the minutes of press conference, so I am sure that all of the details mentioned are in there somewhere, but it is a bit less handy to read than the press release sent afterwards.

The second link is the classification of countries and current quarantine requirements. And while it is a good guess that the countries that currently has 6 days will be considered countries of concern going forward, it does not directly relate to the quarantine requirements under the future rules.
