No, it generally not on the spot. The renewal of residence cards normally follows renewal of visas, and you hand in all the paperwork it will be processed and you'll get a notice when you can go and pick it up.

If you arrive on a new visa, it is now on the spot at the airport. Though the waiting time is a bit longer than your standard passport processing at the airport.
