Got it. So same as the "new" rule at those exception properties in PHL/ACY.
For the new rule now, you would only earn TC/RC if you win on the bet.
That's not my take at all. "Potential profit" is the language they use. A $110 bet at -110 has $100 in
potential profit at the time it's placed regardless of whether it ultimately wins or loses.
