Edit - if you were flying JFK-TIJ, you would NOT require a test to cross CBX.

Yes, you'll require a test within 1 calendar day of departure to the United States. TIJ is not a US airport, even if it has a US terminal, and requires customs and immigration clearance on both ends. You are leaving the US and traveling back internationally by air, to which the regulation applies.

Benefit is that you can use a $25, reimbursable, eMed proctored test.
