For the most part, UA has stopped issuing ETCs for voluntary flight changes / cancellations.
ETCs are now principally just service related issues.

Flights cancelled by UA, refundable flights and flights cancelled in 24 hours are refunded to original method of purchases.
If those flights were funded from non-refundable funds, they stay non-refundable
