Same experience here, over two separate trips - the screenshot of the PDF doesn't work, neither does the password-protected PDF. If a photo of the PDF is taken with an iPad and digitally sharpened/clarified/noise reduced and uploaded over WIFI, the resolution seems to be better and it may be accepted. But often, the scanned copy of the printed PDF is the only acceptable format for manual upload when in remote places.
