You can fly in from Mexico with an antigen test done outside a nightclub after 1000 beers at early-o'clock (speaking from experience - there are 24/7 pop-up clinics and they gave me the negative piece of paper before the results came back - literally as soon as I'd done the test and paid!)

These measures were never about stopping the import of COVID, let alone variants..!
