Eh, the real reason is that the CDC marks most islands/small places (e.g. Greenland, Guernsey, Monaco, San Marino, Azores, etc) as unknown due to their size.
The US Department of State considers Macau a separate entity from China, while something like Monaco is considered part of France (hence, Level 3)
