I have not stayed in the Bulgari but can confirm that La Terrazza, their rooftop bar/lounge/restaurant is absolutely top notch. Of course, Sir Elly's Terrace (at the Pen) is a force to be reckoned with.
They have opened a new hotel in Shanghai Tower (J hotel) which lays claim to being the highest hotel in the world. The interiors, however, are not my cup of tea. They are also breaking ground on a Rosewood next year in Jing'an, though I am not sure when that is supposed to be completed.
