To many Americans, that's basically the same thing as a ban. Most of us only get 2 weeks vacation a year, who's going to spend it all inside a a hotel room?
Likewise - who is going to waste two weeks on holiday in a 3rd country they don't actually want to go to get to the country they do want to go to? I'm not defending quarantine, but it's still easier than what the US inflicts on foreigners.
