Who cares? People who want to be known to encourage their compatriots following the good habits wanted by the potential host rather than to be associated with assisting compatriots who may otherwise become something approximating a proverbial scofflaw in the US.

A quarantine on arrival/return from abroad is part and parcel to how/how much a country is (or wants to be) open to international travel. Just see what happens when home or host country changes quarantine rules. We have some examples in what has gone on in the UK and Portugal with UK quarantine measures applicable to foreign travel and also in what has gone on with Thailand “opening” to foreign tourists with quarantine.
