I have to admit, the thought of asking for an upgrade prior to arrival (particularly by phone) does make me cringe a bit. I suppose an email with hints like "Oh, it'll be our anniversary" or details about a special occasion or reason for stay would allow whoever reads it to read behind the lines.
IMO you can measure the quality of a hotel/stay if they've pre-upgraded you in the app.
