I'm toying around with the "comp breakfast" page and notice properties such as Raffles Singapore and Bayan Tree in Bali are conveniently omitted from the participating list..

It's just surprising that Accor buys all these ultra luxury properties, but then they don't participate in the elite program. Then what is the point publicizing these luxury brands under the ALL portfolio?

I tried searching more properties in the link, it seems both Raffles in Cambodia are in the list, which makes this even more confusing..

I never heard about Raffles being excluded as a brand. I think the link is quite clear and helpful to know in advance where we can get breakfast and where we cannot. Banyan Tree Bali is probably not on a list simply because it's no longer an Accor Hotel, rather than being a breakfast issue. Raffles Singapore not being included in the list is a more legitimate concern however.

As a rule, even luxury hotels from Accor should provide breakfast in APAC unless they actively took a role in excluding themselves. That said, some hotels such as a handful of Banyan Trees do not participate in the Accor program at all so we cannot earn points, let alone have breakfast. It essentially makes them independent hotels so for me it means I am no more, no less likely to book there than I would at Four Seasons for example.
