If a whole teaspoon didn't do it for you, maybe you should switch to a different type of pepper. I know some peppercorns are more fruity than pure heat. Experiment with other types or even a hot sauce if you are not getting the effect from the actual peppercorn. You must have an asbestos mouth.
I too put the cheese on the bottom of the bun before the dog. Use whatever kind of hot dog you prefer.
ETA: Gaobest--I was curious so I googled. Szechuan peppercorns are actually not supposed to be hot! They are there for the flavor. I suggest that you use them for the flavor but use another kind of pepper as well or a hot sauce.
