Some areas are remote, the mosquitos can develop resistance to pesticides, insufficient malaria net use and, most importantly, the Plasmodium organism, particularly P. falciparum, is quite adaptive and mutates to become resistant to therapeutics. Chloroquine, hydroxychloroquine, malarone, artemisinin, etc. have all succeeded in treatment and prophylaxis for a while, then lost effectiveness.
