In fairness, I do think United will eventually match American's move of permanently ditching change fees, but it's not a structural move UA can make unilaterally or instantly. Recall UA has a more extensive set of bilateral and multilateral joint venture relationships with foreign carriers than American, and even when the partners agree on the policy it takes time to work through the commercial/financial implications and process implementation issues.
