England National Lockdown - from 5 November

The Health Protection (Coronavirus, Restrictions) (England) (No. 4) Regulations 2020

New National Restrictions from 5 November (Guidance)

- in force from 5 November
- due to expire 28 days after coming in to force
- applies to England only (see other posts for current restrictions in other parts of UK)
- replaces the arrangements for local tier system detailed in post 37

Restrictions on leaving home
- no person may leave or be outside of the place where they are living without reasonable excuse
- non-exhaustive list of things considered a reasonable excuse include going to buy goods/services from any business which is allowed to remain open (some listed below)
- take exercise or to visit a public outdoor place for the purposes of open air recreation
- to attend an event commemorating Remembrance Sunday
- visit a linked household
- reasonably necessary for you to leave or be outside home for the purposes of work where it is not reasonably possible to work, or to provide from home
- medical needs
- where returning home when you were on holiday immediately before 5 November

There is no restriction on moving between areas or travel/flying per se, but the purpose of the trip needs to be on the basis of a reasonable excuse - so leaving home to go to the airport for flying off on holiday won't be in scope.

Restrictions on gatherings
- no gatherings of two or more people indoors or in a public outdoor space other than for those in the same and/or linked households or the purposes allowed such as work, education etc.
- linked households remain (aka support bubble) for households of one adult

Closure and restrictions on businesses
- closure of non-essential businesses
- those selling food and drink may remain open for takeaway

- can be told to return home, issued with a fixed penalty notice, or prosecuted
