if you voluntarily cancel then yes the fee will be taken from the taxes/fees/charges and the remainder refunded. If ba cancels the flights then you get everything refunded or have an option to move to new dates without any charge.
if you make a voluntary change after the sale ends (13 oct) then I expect you will have to pay the additional avios difference to the normal rates.
