Good lord, I see KARFA has beaten me to it again I don't see the inconsistency I'm afraid.

For a July member, their "next collection year" after the announcement started pretty much immediately, i.e. July 9th 2020.

For e.g. a June member, their "next collection year" does not start until Jun 9th 2021, because they were a few days into their current one.

Depending on where the dice fall w.r.t. your collection year determines how big a "No TP needed" period you get. July got 3 weeks or so. June gets 11 months or so. BAEC have repeatedly said that this is effectively just good/bad luck.
