Just to update, local lockdowns in England include restrictions on mixing with other households in private dwellings (including dwellings inside and outside the protected area) and on business being closed or restricted opening. From October some of these areas have increased restrictions where any indoor meetings (i.e. not just private dwellings) of two or more people is not allowed subject to exceptions.
There is no restriction to travel within these local lockdown rules, or on leaving/entering them.
