We just returned on September 12th from the Waldorf. Yes, the overwater 100s are still closed off. There is a barrier wall on the path that indicates the area is closed to guests. Yes, they gave us a bottle of wine in our room - we got a bottle of red wine (that was what we had indicated as our preference in the pre-arrival questionnaire). And yes, only certain restaurants were open and they rotated. Li Long was closed totally (chef not on island as of early Sept) as was Glow. Other restaurants are open on a schedule. Our host made reservations for us, but occupancy was very light and none of the restaurants were busy. I think they just like you to make the reservation so they know what to expect.
