Do you think anybody other than Emirati sheikhs and a few CEOs are paying for the Residence? That's a market that may or may not care in the slightest about COVID (and if they do, they'd want the social distancing of the enclosed space) but would certainly not be happy if it goes away.
The Residence and similar bling-tastic F products are also a marketing tool that helps the Y and J product to appear a bit more classy, so they don't necessarily have to pay their own way
