My reading of the news is that you are unlikely to catch it on a plane. Flights into Singapore are probably extremely empty given that only certain people are allowed in, and that the government will only pay for treatment if you haven't left after 27 March.
Despite anti-foreigner/pro foreigner views you're already planning to fly to Singapore, and I wish a very safe flight.
Make sure you got netflix/work or something ... I was super duper bored watching the same episode of westworld every day for a week on HBO LOL
