So it looks like to maximize this I'd have to spend exactly $460 in utilities each month. Note that it's 25x in addition to the existing 1x - so it would be 9460 points (20.5x) on exactly $460.

Utilities are classified as merchants that provide electricity, gas (natural or propane), home heating oil, water system supply services, collection and disposal of refuse, or the delivery of cable or satellite television or radio programming on a subscription or fee basis.
I'm not sure if it would cover internet, online radio (ie pandora or spotify), or streaming services, but it reads like it covers SiriusXM sat radio. Probably depends on exact merchant code. If anyone has a propane tank or can pay extra on utilities to build up a credit, this may be a good way to maximize this promo if you receive it.
