Rep transferred me to the department that takes new card applications over the phone. 2nd call I said, "I would like to speak to an account specialist about the possibility of cancelling my account or converting it into a different card that better suits my needs at this time", after asking me for what reason I was interested in making this change, for which I said annual fee, she transferred me to a retention rep who made me an offer (posted in wiki). I guess you have to say the word cancel.
There's no need to ask to be transferred, I think that may confuse the rep. If you say you want to cancel (or are seriously considering it) the rep will transfer you if the screen shows you as eligible for transfer to retentions.
