You are not locked out of Illinois. That was a city of Chicago-only order issued by the mayor for those whose final destination is the city. It does not affect anyone residing or staying in any other part of the state. It is only being "enforced" through signage. I came back into ORD a couple days ago from FL and didn't even see any signs. No announcement on the plane either. Just hotel outside of the city limits.
