Generally if a fare class is not included in the earning charts of a frequent flyer program, it is not eligible to earn in that program. Earning in Mileage Plan on a SQ flight in premium economy R class wasn't possible after SQ changed their fare buckets. It took some time before that was changed.
I suggest you contact SQ or ask your question in the Krissflyer thread.
