If it was booked sometime between the first waivers (March?) and today the fare rules should have the change fee as "no fee" with add-collect for fare diff and forfeit residual which means that even absent a "waiver" a change to that ticket would incur only the fare difference (if higher/wouldn't receive any residual back if cheaper) even if none of the more typical waivers are extended. .....
