You can cancel it up until the flight closes and you're declared a no-show, about 15-30 minutes prior to departure.
However, if you booked the flight prior to March 2, and UA does not extend its current waiver, then you would need to make a change by "June 30" -- likely, 23:59 Chicago time -- or you would need to pay any applicable change fee.
