Moreover the question above is "How do I benefit from the reduced Tier Point requirement to upgrade or renew my membership?" which speaks to your question - yoi wish to upgrade your membership.
I think the problem with all these wordings can be simplified if people separate the (potentially) two aspects - renewal (extra year) and upgrading (lower thresholds). If you do that then the logic seems clear to me.
