Based on where the plane turned around, I am surprised they didn’t land in JNU. They must have wanted the straight-in approach and a couple thousand feet of extra runway that YXY offers, despite the presumed headache of diverting to Canada on a domestic flight.

the language in the pilots’ manual for some non-normal conditions states “land at the nearest suitable airport”; however, that may not necessarily be the nearest airport geographically, since factors like runway length, weather, and approach procedures can influence the suitability criterion
