Perhaps. I'm going to stand by my use of the word "embrace." President Carlos Alvarado championed a cause that has been languishing since 2008. I think it took a fortunate series of events (the 2018 ruling by the Inter American Court of Human Rights, Alvarado's 2018 election against a vehemently anti-gay president, also named Alvarado, who ran on that as his only issue, and Costa Rica's own Supreme Court ruling) to make this happen. No. The Asamblea Legislativa didn't do its part. The important thing is that it will take effect on Tuesday.
