I live Colombia, and I have no idea how things will be in August, but if I have to bet I would guess that international tourist travel will be limited. Colombia locked down a lot more than the US and is and will continue to be cautious about opening up. Things have gone well here with a low number of deaths and no rush on the hospitals. I would expect that if nothing else they will require a 14-day quarantine of people coming from the US or other countries with high infection rates. That would make for a crappy vacation.
