I think it would be fine coming from the UK. Americans etc. may need to quarantine.
For an October trip, at this stage I still wouldn't make any non-cancellable bookings until September. There may be a second wave even if travel somewhat resumes during July.
I'm hoping to travel to NI and ROI in June or July but I can insert a work excuse for this travel, nonetheless still not booking anything until a week ahead.
