Is there anything in the T&C about what happens if the passenger cannot enter the destination country or transit at any point on the itinerary due to government restrictions for the passenger's passport/residence or if there are mandatory quarantine requirements?
1) Nope, meant here is cancellation by the passenger (and thus the combination with no show). Cancellation by the airline is IRROPS, different concept.
2) This is - and has always been - the passenger's responsibility, no obligation for the airline in this respect. The language NextWhiteDeath provided is materially common across all airlines.
