Generally speaking yes. If your departure or arrival changes by more than 90 minutes due to a schedule change, you are eligible for a refund. Also, if the only available options add an additional connection, you are eligible refund (although this well generally also change departure/arrival by more than 90 minutes). With the big pull-down in summer TATL flights, DL will be routing more passengers through AMS and CDG which will generally add an additional connection to many itins (unless your destination is AMS or CDG itself from a non-hub -- in which case, they might be able to book you through another hub and keep arrival and departure within 90 minutes of original times).
