Through April 30, UA will waive change fees on flights through the end of the year, and if you elect an ETC -- good until April, 2022 -- you could purchase travel through March, 2023. So, I'd argue that UA's currently more flexible than DL.
The ETC shows up irregularly as an option...only on 1 of the 4 trips I have had to cancel. If 1K wait line times are not that bad, I may consider calling in, but I hesitate to because I have little appetite to burn time on the phone (even though I am stuck inside).
