Do they force you to take a standard "intermediate" or whatever you originally reserved, or are you allowed to pick from their PC?
A bit late, but I had to deal with this recently:
Rented Fullsize with PC, got a Premium from PC lot. Halfway through the trip the check engine light came on. Called Hertz PC number, the number of the Hertz location I rented from, and the number of the Hertz location I was closest to (RIC) and asked all three if I could swap cars at the RIC location. All three confirmed yes, I could, but the class that I was driving was the class that they would give me as a swap, and I would not be able to use the PC lot.
