The newly announced restrictions are for non-essential travel across land border crossings and for ferry and passenger rail.
Passenger travel by air is still permitted.

You know you should not go. Your "short" vacation might turn out to be 2 weeks of quarantine upon arrival in Mexico followed by two weeks of quarantine upon arrival back in the US.
