I am pretty sure they are using taxes as a shorthand for the fees, taxes and carrier surcharges you pay on an award ticket. I can confirm I got everything I paid on my various award tickets back when I cancelled minus the $120/12,000 AM fee for voluntary cancellations. For involuntary/major schedule changes I got it all back with no fee of course.
