Well, that's always been the official line. Napua tower was for many years specifically mentioned as ineligible for upgrades in the Hilton Honors program terms and conditions. (Today, it seems, the
entire Waldorf Astoria brand is excluded from complimentary lounge access.)
And yet the reports of Napua upgrades persist. Bottom line: don't expect an upgrade, but if there are no other rooms available, the hotel might assign a Napua room in a pinch.
