The information I got from MNL was the President declared a public health emergency to mobile all sources to combat the spreading of the virus. This is not a State of emergency. All schools in MNL are closed too.
There was supposed to be the nation wide civil service exams on the 15th which is now delayed. There is no current lock down but no one knows what may happen in the future at this stage.
