The wording mentions the no residual value for the "change" but then separately talks about cancellation and forgets to mention the no residual value there. At least to me, it made me think cancel was different than change. But that would be confusing. And you are right, cancel + rebook is the same as a change.
I had just booked a trip to TLV and thought I might just hold on to and and see what happens thinking I can just cancel. But I will think I will go ahead and cancel at the 24hr mark. Though if Israel really started to ban US entry, I would think UA would have a separate waiver (allowing a full refund). Or just cancel the route.
